Requirements for HEF TVET Applications
Applicant’s valid email address and a valid telephone number
Applicant’s KCPE and KCSE index numbers and year of examination
Applicant’s Passport size photo (in jpeg/jpg/png)
Applicant’s copy of the National ID/Maisha Card (both sides in PDF)
Applicant’s valid bank details or valid MPESA number (registered under the applicant’s name and ID number);
Parents’ National ID and registered telephone number
Copy of Parent’s death certificate if deceased (in PDF)
Applicant’s birth certificate in PDF (if applying as a minor)
Two guarantors’ ID numbers and registered telephone numbers (Can be parents); and
Copy of the sponsorship letter (in PDF) if sponsored in Secondary school.

Guide to Applying for Higher Education Fund (HEF)
At Nyamira National Polytechnic, we are committed to helping you apply for the Variable Scholarships and Loans Funding (VSLF) under the New Funding Model (NFM). This model provides essential support for paying your school fees. Here’s how to apply for HEF online:
Understand the VSLF Model: Offers scholarships and loans based on your financial need, combining these with household contributions on a graduated scale as determined by the Means Testing Instrument (MTI). The tiers are: Vulnerable Students – They will receive 82% in scholarships and 18% in loans, totaling 100% education funding. Extremely Needy Students – They will receive 70% scholarships and 30% loans, constituting 100% funding. Needy Students – Household will contribute 20% of the fee, with the remaining 80% covered by a 50% Government scholarship and a 30% HELB loan. Less Needy Students – Household will contribute 20% of the fee, with the remaining 80% covered by a 32% Government scholarship and a 48% HELB loan.

What is the Higher Education New Funding Model?
It is a new way of providing financial support to students enrolled in Universities & TVET institutions to
ensure every Kenyan student is assisted according to their level of need.
How does the new funding model work?
This is government funding that is student-centered. It is based on the level of need and programme cost.
It constitutes scholarship, loan and household contributions.
Students placed in public universities by Kenya Universities and Colleges Central Placement Service
(KUCCPS) and TVET trainees under the Ministry of Education (MoE) are eligible for both government
scholarships and loans.
Those seeking to pursue their studies in private universities and as parallel/module two/self-sponsored
students in public universities are eligible for loans only.
Students are expected to apply for the loans and scholarships through the availed platforms for
consideration for funding.
What is Means Testing Instrument (MTI)?
It is a scientific method used to determine the student’s level of financial need by using proxy indicators.
Who is eligible for the new funding model?
• University students who sat for KCSE in 2022 & 2023; and
• TVET trainees admitted from September 2023.
When can the students start applying?
All eligible students can apply when the Higher Education Financing (HEF) Student Portal is
open for applications.
How much will I receive for my education upon making an application?

Is there an upkeep component in this New Funding Model?
Yes, students placed by KUCCPS in public universities and TVET institutions under the Ministry of
Education (MoE) are eligible for upkeep consideration.
When should I expect to receive my disbursements?
Scholarship and loan disbursements are processed at the beginning of the semester subject
to confirmations by universities and TVET Institutions. Tuition is disbursed to the
institutions while upkeep is paid to the student’s personal account.
How do I track my scholarship and loan application?
An applicant can check the status of their application, allocation and disbursement through the HEF
Student Portal through www.hef.co.ke.
